Payroll Program for Foreign Workers in Israel
London 07SEP09 - CCS UK Ltd is finalizing the securing
of an agreement to provide an initial 3000 payroll cards to
foreign workers residing in Tel Aviv, Israel by the first week
of October. This will then be followed by a requirement for an
additional 10,000 cards between November 2009 and April 2010.
According to estimates, some 370,000 foreign workers are living
in Israel today - only 90,000 of them with five-year work
permits issued by the government; of the latter, approximately
50,000 come from the Philippines. In addition to caregiving,
they work in agriculture and construction. A few hundred work in
industry and ethnic restaurants.
A tour of the New Central Bus Station in Tel Aviv on a recent
Saturday night reveals much about foreign workers' participation
in and contribution to the country's economy. The station is
crowded with workers from the Philippines, India, Thailand,
Africa and other places, who come to meet each other, buy
clothes and food, and watch TV programs broadcast on large
screens. Many stores have opened here and in the area, expressly
to serve this clientele.
CCS UK Ltd is working jointly with a UK provider of human
resourcing and payroll services to the Israeli Market to manage
the implementation of this project which has been developing
over the last several months. A critical function of the program
is that each of the card holders will be issued with a secondary
card for their spouse living in their country of origin. Every
time the worker is paid out during the month they can then
quickly through a web interface transfer funds in real time from
the worker card to the spouses card saving significant
remittance fees compared to the way that the foreign workers
have previously remitted funds.

programs that CCS has provided for a Middle Eastern based
project. The strength of the program is not so much the volume
of card issuance but rather the nature of loading activity which
will see literally thousands of cards being loaded each week and
thousands of remittances each week from the foreign worker card
to the spouses card through the card to card transfer feature.
This will create significant enhanced value for the foreign
workers and a significant footprint for our work in this region"
